STEPHANIE PROCTOR WILLIAMS, ESQ.

Attorney | Public Administrator | Education Advocate


Stephanie Proctor Williams is an attorney, a connector and a collaborator with 20+ years of experience successfully influencing across enterprises in the public, private and non-profit sectors. Mrs. Williams currently serves as Associate General Counsel for Montgomery County Public Schools, in Montgomery County Maryland. In that capacity, she provides advice and counsel to the Montgomery County Board of Education and the Superintendent of Schools on district policies and operational matters and often leads strategic initiatives.

Stephanie developed her passion for education and commitment to civic engagement from her parents, the late Delegate James E. Proctor, Jr. and Delegate Elizabeth “Susie” Proctor.  Delegate James Proctor was a Member of the Maryland House of Delegates from May 1990 to September 10, 2015. During his time in elected office, he especially advocated for education resources for Historically Black Colleges and Universities. As vice-chair of the Appropriations Committee, Delegate Proctor ensured the investment of approximately $200 million in state allocations to Bowie State University for construction and renovation projects.  On April 12, 2017, Bowie State University President Mickey L. Burnim renamed the Center of Learning and Technology to the James E. Proctor Jr. Building in honor of Delegate James E. Proctor, Jr.’s legacy, commitment to education and love for his alma mater.  It was the first honorific naming in the university’s history and the building is home to the College of Education where Delegate Proctor and his wife, Delegate Susie Proctor, both received their degrees.

On October 9, 2015, Elizabeth “Susie” Proctor was appointed by Governor Larry Hogan to fill the seat in the Maryland House of Delegates left vacant by her husband’s death.  Delegate Susie Proctor completed her husband’s term and then successfully ran for, and won, the same seat in 2018.  A lifelong educator and active citizen who has touched the lives of children and families in Prince George’s County for more than 50 years, Delegate Susie Proctor always seeks ways to promote the efforts of others and provided resources to those who need a helping hand. 

 

In 2017, Stephanie Proctor Williams established the James E. Proctor, Jr. Forum on Education and Leadership, at Bowie State University in collaboration with the College of Education.  The mission of the Forum focuses on increasing diversity within the teacher workforce by bringing education professionals to inform and inspire students interested in pursing a career in education. Hiring officials from school districts throughout the metropolitan area are also invited to interact with students in the College of Education. Each year, a student from the College of Education is presented a financial award from the James E. Proctor, Jr. Endowed Scholarship Fund and multiple students have received job opportunities with local school districts as a direct result of their participation in the Forum. President Aminta Breaux has designated the Forum as the signature event for Bowie State University’s annual celebration of  American Education Week.  Stephanie is also interested in strategic initiatives between education and industry such as work-based learning arrangements and articulation pathways designed to support post-secondary education and workforce needs.

Glendenning.  Stephanie’s community engagement activities include: Silver Spring (MD) Chapter of the Links Incorporated, Chair, Ethics and Standards Committee; Officer and Trustee for the Imagination Stage, Inc.; Commissioner, Montgomery County Commission for Children and Youth; and, member of the Potomac Valley Chapter of Jack & Jill of America, Inc.

Mrs. Williams is a graduate of James Madison University, the University of Virginia School of Law and the Institute of Educational Leadership: Educational Policy Fellowship Program. Stephanie and her husband, John Williams, live in Potomac, Maryland with their two sons, Darren and David Williams.
